Salary range: $23,566.40 - $31,574.40

General Function: 

Performs work of a clerical nature utilizing skills, knowledge and abilities normally acquired prior to assuming the position.  The employee is responsible for issuing construction licenses, alarm permits, construction permits, providing reports, typing letters and correspondence on a word processor, entering data into a computer, answering telephones and helping customers at the front counter as well as various other duties relating to the Planning, Inspection and Code Enforcement Divisions of the Community Services Department.


Essential Duties: 
  • Prepares daily cash report and puts away the cash box at the end of each workday. 
  • Takes inspection requests. 
  • Responsible for filing, including file maintenance. 
  • Files Code Enforcement forms, documents and case files on a daily basis; makes up files with labels. 
  • Prints a daily Code Enforcement and Building Inspector’s “tickler report”.
  • Issues Contractor’s licenses and maintains records for same.
  •  Issues alarm permits, licenses and processes applications, entering the data into the alarm computer file.  Runs reports at the end of each month and checks for accuracy.
  • Reviews prepay books on a weekly basis to check for accuracy.
  •  Creates purchase orders for the Community Services Director and miscellaneous office record books; prints a weekly copy of budget report.
  • Schedules daily inspections for Building Inspectors and keeps a copy on the bulletin board.
  •  Checks mail box and distributes office mail to the appropriate personnel.
  •  Maintains accurate files of all pending zoning clearances in a timely manner.
  • Mails out prepay permits at the end of each month with current balances.
  • Enters all permits issued for the current month so file can be purged and a monthly building report created.
  • Sends copies of all building permits to county tax assessor on the first of each month.
  • Maintains all Code of Ordinance books including updates.
  • Maintains and labels all receipt books and files in an organized manner.
  • Prepares public hearing newspaper notices and publishes within state statute required time frame.
  • Completes council agenda information sheets for Division Heads.
  • Keeps an accurate record of information required for monthly reports and creates a copy of same to be submitted on the first of each month.
  • Keeps an accurate inventory of supply books, permit applications, inspection tags, etc., and reorders as needed.
  • Creates and maintains a monthly calendar, as well as yearly, with a list of scheduled events, renewal dates, training and conference dates, etc.
  • Keeps front office work areas presentable and well organized.
  • Prepares correspondence for the Community Services Director, Chief Building Inspector, the Building Inspector and the Code Enforcement Officer.
  • Issues trade licenses for the installation or alteration of all utilities.
  • Prepares reports as directed by the Community Services Director.
  • Assists the public by answering questions, providing forms, information and collecting fees.
  • Performs related duties as assigned or required.




Minimal Acceptable Qualifications: 
  • Knowledge of basic secretarial skills including word processing and databases.
  • Ability to prepare reports when requested by the Community Services Director.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to establish and maintain effective working relationships with other employees of the City as well as citizens, contractors and other professional contacts.
  • Ability to read and write and to perform simple mathematical calculations using a calculator or adding machine.
  • Ability to operate assigned equipment.
  • Possession of a valid Oklahoma State Driver license with a driving record acceptable to the City’s insurance carrier.
  • Ability to work overtime when necessary.
  • Ability to handle stressful situations, maintaining tact and diplomacy during potentially hostile situations with irate builders and homeowners and other citizens.
  • Possession of a high school diploma or GED.


Supervision Given and Received: 

Performs duties under the direct supervision of the Community Services Director.  In the absence of the Community Services Director, receives direct supervision from the Chief Building Inspector.  Employee does not supervise others.
